The experts characterized the current technological landscape in China as that of “systematic innovation.” The country has prioritized regional integration, where regions such as Beijing-Tianjin-Hebei and the Yangtze River Delta have merged into collaborative networks instead of being individual centers of excellence. The researchers interviewed noted that China had embraced an open governance framework defined by “clear rules.” Francesco Faiola, one of the experts interviewed, noted that the new framework has effectively replaced "ambiguous discretion," boosting global confidence to pursue long-term, large-scale scientific partnerships. China plans to move from the previous "one-way introduction" of foreign technology to a "two-way exchange” as outlined in its upcoming 15th Five-Year Plan (2026–2030). Under the new plan, Chinese scientists are taking on leading roles in global scientific discussions, such as setting international standards for stem cell research. Strategic leadership in sustainability and modernization Salman Nasir from Pakistan praised China’s ability to effectively combine national policy with industrial innovation. He noted that the high level of synergy allows for the "rapid scaling" of critical green technologies, including solar fuels, green hydrogen, and carbon capture. The 15th Five-Year Plan is expected to outline in-depth proposals for a "new energy system" and a circular economy. The experts commented that the plan could be adopted by other countries looking to successfully manage a sustainable green transition. The report champions the “coexistence” of deep cultural roots along with frontier technology, which is its central theme.
