Anthropic rejects Pentagon's ultimatum over unlimited Claude AI use for military

Anthropic CEO Dario Amodei rejected an ultimatum Thursday from the Trump administration to open up his company's Claude AI applications to unlimited use by the U.S. military at the Pentagon, risking the loss of hundreds of millions in federal contracts over ethical concerns about AI deployment in warfare. In a firm statement, Amodei emphasized that there are "narrow set of cases" in which AI can "undermine, rather than defend, democratic values," specifically citing mass domestic surveillance and fully autonomous weapons as unacceptable uses. The CEO indicated he was prepared to potentially lose $200 million in Pentagon contracts and even risk being labeled a "supply chain risk" that could force other companies to end partnerships with Anthropic if they want government business. "Regardless, these threats do not change our position: we cannot in good conscience accede to their request," Amodei declared, while expressing hope that the Pentagon would reconsider given the substantial value Anthropic's technology provides to armed forces. The confrontation stems from a tense in-person meeting between Amodei and Defense Secretary Pete Hegseth at the Pentagon just days prior, during which the Anthropic CEO was given until Friday to decide whether to open Claude to all lawful military uses. The dispute began after reports emerged that U.S. forces had used Claude in the operation to capture then-Venezuelan President Nicolas Maduro in Caracas the previous month. Anthropic maintains that its usage guidelines prohibit Claude from being used to facilitate violence, develop weapons, or conduct surveillance. In response, Pentagon spokesperson Sean Parnell dismissed public characterizations of the dispute as "fake and being peddled by leftists in the media," insisting that the Department only seeks "to use Anthropic's model for all lawful purposes" and will "not let ANY company dictate the terms regarding how we make operational decisions." Despite the standoff, Amodei affirmed his belief in "the existential importance of using AI to defend the United States and other democracies, and to defeat our autocratic adversaries," suggesting a path forward with "two requested safeguards" in place.
