A Mississippi man allegedly spotted with a handgun in his lap outside the U.S. Capitol's North Barricade is in custody, U.S. Capitol Police (USCP) said Monday. Royster, 67, of Columbia, Miss., faces one count of carrying a pistol without a license and no permit, according to a USCP statement.
