Senior diplomatic and defense officials from the Small Group of the Global Coalition to Defeat ISIS convened in Riyadh, Saudi Arabia, on February 9, 2026, to coordinate the next phase of counter-terrorism operations and regional stabilization following significant political shifts in Syria. Hosted by Saudi Vice Foreign Minister Waleed A. Elkhereiji and co-chaired by U.S. Special Envoy for Syria Tom Barrack, the meeting focused on transitioning security responsibilities and addressing the humanitarian crisis remaining in the wake of the conflict. The gathering aimed to ensure that the territorial defeat of Daesh remains permanent despite evolving political landscapes in the Levant. A central focus of the deliberations was the recent comprehensive agreement between the Government of Syria and the Syrian Democratic Forces (SDF). The Coalition participants formally welcomed the establishment of a permanent ceasefire and the nascent arrangements for the civil and military integration of northeast Syria into national structures. This transition marks a pivotal moment, as the Syrian government has voiced its intention to assume national leadership of counter-ISIS efforts, moving away from the previous reliance on non-state partner forces. The Coalition members specifically took time to honor the sacrifices made by the SDF during the height of the military campaign. Beyond military integration, the Coalition outlined urgent humanitarian and security priorities, specifically regarding the thousands of ISIS detainees and their families currently held in displacement camps. The Small Group emphasized the need for the swift transfer and safeguarding of detainees, as well as the organized repatriation of third-country nationals. Significant attention was given to the dignified reintegration of families currently residing in the al-Hol and Roj camps back into their home communities. Officials stressed that continued coordination with both Damascus and Baghdad remains essential to prevent a resurgence of the extremist group and to ensure long-term regional security.
