Harris cites JFK, Obama among 'most effective' presidents, omitting Biden

At the National Urban League Conference, Kamala Harris was asked to name the three most effective U.S. presidents. She chose John F. Kennedy and Barack Obama, but did not include Joe Biden. Harris served as Biden's vice president.
