Arizona, California and Nevada would share cuts under federal proposal for Colorado River

The U.S. government proposed cutting water use for Arizona, California and Nevada from the Colorado River. The plan would spare four other states from mandatory cuts at this time. Officials say the cuts are needed because the river is running low due to drought. Reservoirs have fallen to levels not seen since 1957.
