When Following the Rules Leads to Disaster

Spain's supreme court made a decision that caused many deaths. On July 8, the court said that people who came to Spain without permission could not be sent back easily if they crossed open ground or swam to get there. This decision led to the deaths of at least 57 people, mostly by drowning.
