Is Spain being punished?

In early 2021, many people tried to cross from Morocco into the Spanish city of Ceuta. Ceuta is a small Spanish territory on the north coast of Africa, surrounded by Morocco. Before the crossing attempt, some groups that support Israel talked about Ceuta in public discussions. They used the enclave to raise questions about Spain's policies.
