Colorado declares town abandoned amid water and leadership crisis

The state of Colorado declared the town of Hartman abandoned after all its elected officials resigned. The resignation left the town without leaders to manage its water system. Officials said the water had no chlorine for over a month, was unsafe to drink and smelled bad. A public hearing showed the town could not hold elections and lacked a board or clerk to maintain water treatment.
