Iran's overlapping power centers make ending the war more complicated

Iran's government has many groups that share power, like the Supreme Leader and the Revolutionary Guards. These groups do not always agree on what to do. Because of this, it is hard to make and keep a ceasefire with the United States. Any peace deal needs approval from all the powerful groups.
