For the Second Time, Lawmakers Failed to Fix California’s Warning System for Teacher Misconduct

California lawmakers tried again to create a database that would warn schools about teachers fired for misconduct. The effort failed because unions and the state licensing agency said it would violate privacy and be unfair. This is the second time such a proposal has been blocked.
